Job Summary


Under the direction of the Manager of Field Investigations or designee, functions in a supervisory capacity to manage Investigators in connection with Home Rule Taxes, rulings, regulations, policies and procedures. Serves as a liaison to effectively communicate with internal personnel, hostile business owners, operators, wholesalers, distributors or taxpayers regarding investigative matters. Prepares documentation and produces evidence for Administrative Hearings against Home Rule Tax violators. Supervises lower-level Investigators and provides documented proof of suspected violations at Administrative Hearing cases. Provides tickets of all fines imposed upon violators and testifies on behalf of the County with regard to answering questions regarding the investigations. Performs investigative duties and focuses on canvassing retail and wholesale businesses within Cook County. Performs other duties as assigned.






MINIMUM QUALIFICATIONS

•Graduation from an accredited college or university with a Bachelor’s Degree in Criminal Justice, Law Enforcement, Criminology or Business is required. (Must provide original college/university transcript at time of interview)*


•Four (4) years of full-time work experience conducting tax, accounting, finance or other types of investigations to include two (2) years of work experience in Investigation in a County, Local, State or Federal government as a law enforcement investigator or officer is required.


•Shifts vary after 12:00 pm Central Daylight Time (CDT) for an eight-hour period. Must be able to work these various shifts.


•Will be required to work three (3) or more days per month to attend trainings, court appearances and departmental meetings as assigned by the Manager of Field Investigations.


•Two (2) years of full-time work experience supervising others is required.


•A valid driver’s license and proof of insurance is required. (Must provide proof at time of interview)


•Must be able to lift at least fifty (50) pounds.


*Degrees awarded outside of the United States with the exception of those awarded in one of the United States’ territories and Canada, must be credentialed by either the World Education Services (WES) or Educational Credential Evaluators (ECE). Original credentialing documents must be presented at time of interview.



KNOWLEDGE, SKILLS, ABILITIES AND OTHER CHARACTERISTICS

Knowledge of Federal, State, County and Local laws, ordinances, regulations, policies and procedures that directly or indirectly affect the collection of taxes and fees. Knowledge of tax or other types of field investigation techniques, policies and procedures. Skill in Microsoft Office Suite. Skill in report writing, supervising and gathering information resulting from field investigations. Ability to interview and obtain information during field investigations/inspections. Ability to effectively communicate with internal personnel, hostile business owners, operators or taxpayers. Ability to perform in-depth and confidential investigations. Ability to analyze, prepare and/or present investigation/inspection findings or conclusions in a logical manner. Ability to work a flexible work schedule for purposes of conducting field investigations. This position requires moderate to extensive travel to work assignments throughout Cook County for which the employee must provide his or her own adequate means of transportation. This position requires various types of physical exertion including walking, standing considerable lengths of time, lifting, pulling, pushing, squatting and moving objects of moderate to heavy weight.
