Terrance Anthony Norton died in the presence of his beloved family, in River Forest, Illinois, on the evening of October 1, 2025. Terry was 80 years old. Terry was the son of Helen and John (Gerry) Norton of Westchester, Illinois, and younger brother to Mike Norton. Following in Mike’s footsteps, Terry attended Fenwick High School where, despite his 5’9” height, he played basketball. Like Mike, Terry went on to graduate from the University of Notre Dame with a bachelor’s degree in political science. Terry continued his education at DePaul University College of Law, where he was Editor-in-Chief of the Law Review. At the urging of his friends, Terry went on a blind date and met the love of his life, Renee (Scherrer) Norton, whom he married in 1970. Terry and Renee adopted three wonderful daughters: twins Bridget (Will Vautrain) and Cara (Chuck Carmody); and Elizabeth. Terry had unwavering faith in family, friends, and God that sustained him throughout his life. Terry began his legal career as a federal prosecutor in the US Department of Justice criminal division’s Organized Crime and Racketeering Section and as a special attorney in the DOJ’s Strike Force in Pittsburgh and later served as Deputy Chief of the DOJ’s Chicago Strike Force. Terry left the DOJ to join the Better Government Association (BGA), a watchdog organization that partners with investigating journalists to uncover and reduce government waste and corruption and improve government performance and transparency. Terry worked at the BGA for more than a dozen years, serving for 10 years as associate director and general counsel, and later as executive director. During his time at the BGA, Terry led investigations to help uncover noteworthy corruption in Illinois and Chicago, such as the Governor Ryan license for bribes scandal and Operation Deep Tunnel. Under Terry’s watch, the BGA compiled the BGA Integrity Index, the nation’s first comprehensive analysis and ranking of government transparency and accountability laws across the 50 states. The index received nationwide coverage and spurred states to improve their laws. Terry’s career also included time at IIT’s Chicago Kent College of Law, where he was a professor and attorney in Kent’s clinical law practice. Terry left Kent to serve as the national Pro Bono Partner at Sonnenschein Nath and Rosenthal, now Dentons, where he oversaw the firm’s national pro bono program. Finally, Terry made his way back to IIT Kent to help open and run the Center for Open Government to help ensure transparency, accountability, and responsibility in local and state government. Terry was a true public servant throughout his career and a man of deep faith, serving as a deacon at St. Luke Catholic Church in River Forest for more than 40 years. In the 1980’s Terry and Renee, along with other St. Luke parishioners helped found The Learning Center in Chicago’s North Lawndale neighborhood to teach literacy to adults whose educations have been cut short. Terry and Renee tutored, raised money, and served on the Board. Terry began his battle with Parkinson’s and dementia many years ago, but he remained strong, optimistic, faithful and funny. A loving grandfather (Papo) to Patrick, Maura, and Maeve Carmody, and Bowie Vautrain, brother-in-law to Therese, Bud and Steve Scherrer, Sue (Scherrer) Saul and Susan (Norton), uncle to Chris, Kerry and Tim. Terry’s grandkids were all true miracles in his eyes – nothing could match the smile on Papo’s face when around them. Terry valued his close friendships with Paul and Clare Faherty, Bob and Mary Ann Tuerk, Bob and Pat Samko and Greg and Diane Daly, to name a few, as well as Fiona Murphy. Terry lived a life of purpose, and he lived it with deep respect for others, profound love for family and friends, committed public service, and unwavering faith. May we follow his example. On Wednesday, October 8 at 9:30 am, visitation at St. Luke Catholic Church, 7600 Lake Street, River Forest IL, followed by Terry’s funeral mass at 11 am. Burial at Queen of Heaven Cemetery in Hillside, IL. In lieu of flowers, donations to The Learning Center, tlcchicago.org, are appreciated.
